The degree work on a subject «Competitiveness of flagship universities in the regions of the Russian Federation» is devoted to the study of the theoretical features of formation and regulation of the flagship universities activities, as well as assessing the mutual influence of their competitiveness factors and socio-economic development of the regions. The flagship university is a higher educational institution aimed at promoting the socio-economic development of the Russian Federation regions, which involves solving a wide range of tasks of the regional economy. Differentiation of 33 flagship universities with the help of previously determined factors allowed to reveal the least successful university - Pskov State University. Reporting documents and organizational features of the university's activity were examined by using the SWOT analysis method. Also university contribution to the development of the Pskov region was evaluated during the study. In custody, a descriptive analysis of the best management practices, a study of the Forecast of socio-economic development of the Pskov Region until 2036, and the results of a SWOT analysis made it possible to draw up strategic development priorities for the Pskov State University for the next 5 years.
