Остроумную гипотезу предложил А.Фукс. По его мнению, «какмийцы» — обозначение урартов, которое использовали жителей Манны (Fuchs 1994, 440-441). Согласно А.Фуксу в тексте отражено то,чтомогвдействительностисказатьУллусунуассирийскомуцарю. Однако, если учесть, что центр государства Урарту находился в районе оз. Ван, а существовавший в старовавилонскую эпоху г. Какмум находился к югу от оз. Урмия, то эта теория не выглядит убедительной. Урарту и Какмум находились в совершенно разных областях.
Более вероятной кажется интерпретация М.Астура. Он обращает внимание на то, что писцы в Iтыс. до н.э. иногда использовали архаичные этнонимы по отношению к врагу. Такой прием мог быть признаком «высокого стиля», характерного для царских надписей (Astour 1987, 10).
Таким образом, под «какмийцами» в тексте «письма Саргона богу Ашшуру», скорее всего, понимались урарты. По всей видимости,стольнеобычноеобозначениеурартовследуетрассматриватькак стилистический прием ассирийских писцов.
