Innovative activity is an important component of the successful development of the enterprise, it largely ensures achievement of the set goals, in particular, increasing the incomes of the enterprise, hence, the budget of the country and the population. Therefore, the creation of optimal conditions for the implementation of innovation is the main factor of economic growth. In connection with this, the problem of improving the mechanism for effective management of innovative resources, including assessing the effectiveness of investment and innovation planning in an enterprise.

he paper considers the patterns of interaction of elements of organizational systems. The process of effective management of hierarchical multi-level organizational systems is analyzed. On the basis of a detailed analysis, it was concluded that effective functioning is possible only in the presence of feedback and the development of a mechanism for evaluating the functioning of this system.
