На Всемирном саммите 2005 г. почти все страны мира объявили о своей приверженности идее защиты прав человека на их территории, однако далеко не все являются сторонниками «ответственности по защите». В глазах незападного сообщества концепция видится ложным ориентиром и создает возможности для неоправданных вмешательств. Во всех случаях проведенных вмешательств декларация гуманитарных соображений наткнулась на драматические итоги в виде жертв среди мирного населения, которое они призваны защитить.
Заключение
Доминирующие западные теории безопасности сконцентрированы главным образом на изучении западного опыта и моделей, с минимальными попытками проанализировать реалии безопасности развивающихся стран. Незападные теории отличаются расширенным пониманием безопасности с опорой на развитие и учетом угроз невоенного характера. Многие новаторские концепции безопасности Запада, связанные с широкой трактовкой безопасности и получившие свое воплощение в целом ряде спорных военных инициатив ХХ-ХХ1 вв., не разделяются незападным миром. Развивающиеся страны все чаще подвергают сомнению западные инициативы, воспринимая их в качестве прямой угрозы национальному суверенитету. Так, концепция «безопасности личности», политика по продвижению западных ценностей и демократии, принцип «ответственности по защите» в практической плоскости перевоплотились в силовые акции под предлогом защиты прав человека и гуманитарных соображений. Это вызывает резкое противодействие со стороны всего развивающегося мира, а не только авторитарных государств, так как для любого государства первостепенным национальным интересом всегда остается защита государственного суверенитета.
Слабость постколониальных государств, их очевидная неспособность справиться с внутренними беспорядками и обеспечить безопасность населения в своих границах приводят к тому, что эти государства теряют многие функции суверена и становятся объектом политического воздействия ведущих мировых держав. Последние воспринимают вторжение в страны Юга как право и обязанность, обусловленные необходимостью защиты прав человека и продвижения демократии. В этом смысле различные прочтения понятия «безопасность» создают конфликт восприятия и, по мнению многих теоретиков незападного мира, свидетельствуют о попытках Запада в некотором роде инициировать новую колонизацию третьего мира.
Западное понимание безопасности не может претендовать на универсальный характер, впрочем, как и альтернативные критические теории безопасности незападного мира. Безопасность в условиях современной международной системы -- крайне подвижная категория. В начале 1990-х годов Б. Бузан сформулировал идею, которая актуальна и для современной повестки: «Безопасность относится к категории “сущностно оспариваемых понятий”, попытки сформулировать сколько- нибудь точное и строгое определение которого заранее обречены на провал» [59, р. 29].
Запад и не-Запад прикладывают усилия, чтобы говорить на едином политическом языке безопасности. Однако мирорегулирование исключительно «по западным правилам» будет и впредь вызывать отторжение и негативные эмоции незападных обществ. Учитывая вес и значимость «всего остального человечества», в подобных условиях трудно надеяться на рациональный диалог по глобальным проблемам, если разница дискурсов, интересов и амбиций будет слишком противоречивой.
Говорить о формировании «постзападного» мироустройства в категориях полицентризма явно преждевременно. Однако тенденция к децентрализации международной системы и смене моделей глобального лидерства уже заложена в будущий каркас миропорядка. Восходящие державы, которые в предыдущие два десятилетия были фактически исключены из процессов мирорегулирования, открыто заявляют о своих интересах и внешнеполитических амбициях. Это не может не порождать опасения за свои институциональные позиции у доминирующей коалиции западных государств, которая продолжает консолидироваться под эгидой США. Вероятно, в обозримом будущем мы станем свидетелями новой конфигурации баланса сил: Запад -- не-Запад.
