Richard Vallee is wanted for the car bomb murder of a government informant named Lee Carter. As a result of Carter’s undercover work, Vallee was accused of cocaine trafficking. Vallee placed a bomb in Carter's car at the parking lot. As a result, Vallee was convicted of Carter’s death. During extradition to the U.S., Vallee escaped on a motorcycle. Moreover, Vallee is a member of a large international cocaine smuggling organization. He speaks French and English, and is a computer science engineer.
